Stillman Bank Announces Promotions
Thomas R. Hughes, President & CEO of Stillman BancCorp N.A., along with the Board of Directors, has moved to promote the following bank officers:
Phyllis G. Oldenburg, Executive Vice President
Phyllis joined Stillman Bank in 2025. With 40-plus years of banking experience, Phyllis has held positions in a variety of departments. She studied finance & accounting at the University of Wisconsin – Rock County and is a graduate of the Graduate School of Banking at the University of Wisconsin – Madison and Bank Technology Management School. Phyllis holds several professional certifications, including Certified Community Bank Security Officer (CCBSO), Certified Banking Vendor Manager (CBVM), and Certified Banking Cybersecurity Manager (CBCM). Outside the workplace, she is a member of the Daughters of the American Revolution (DAR) and has volunteered with Beloit Meals on Wheels and Zonta International. In her position as Executive Vice President, Phyllis is responsible for the bank’s execution and alignment of the company’s strategic goals.
Shawn R. Cannova, Senior Vice President Operations
Shawn brings 39 years of banking experience to her role, including 22 years at Stillman Bank. She earned her Associate Degree in Accounting from Highland Community College. She is also an active community volunteer, supporting several bank-sponsored events each year. In her role as Senior Vice President Operations, Shawn oversees the strategic direction of the bank’s deposit operations and call center departments.
Joseph McCoy, Senior Vice President and Chief Trust Officer
Joe has been with Stillman Bank since 2020. Before joining the bank, he was an attorney in Rockford for over 12 years, specializing in trusts and estates. He was recognized as a “Leading Lawyer” in Illinois from 2015 to 2019. He earned his Bachelor of Business Administration degree in Accounting from the University of Wisconsin – Madison and his Law degree from the University of Miami. Joe currently serves on the Rockford Symphony Orchestra Board and is a member of its Finance and Governance Committees. In his position as Senior Vice President and Chief Trust Officer, Joe is responsible for the direction of the bank’s trust and wealth management services, ensuring clients’ assets are managed with integrity, expertise, and personalized care.
Andrew G. Williams, Senior Vice President and Chief Lending Officer
Andy joined Stillman Bank in 2024. He has 22 years of experience in the banking industry, all in commercial banking. He grew up in Rockford and attended Guilford High School, Rock Valley College, and Western Governors University before becoming the Assistant General Manager for the Rockford Cubbies. Andy then spent 7 years working for the Rockford Area Chamber of Commerce as the Vice President of Organizational Development and was the Coordinator of Taste of Rockford in 2003 and 2004. After his stint with the Rockford Chamber, Andy began his commercial lending career, where he has served as a Senior Lender and Regional President. Andy is a member of the Kepotah Sportsmen Club and is a long-time supporter of Rock River Valley Tooling & Machining and Women of Today’s Manufacturing. In his position, Andy oversees the commercial lending, treasury management, and mortgage banking functions through leadership, market development, and relationship building with businesses and individuals.
Kathleen M. Yocum, Senior Vice President and Director of Retail Banking
With over four decades of experience in the financial industry, Kathy has spent the majority of her career helping customers and colleagues thrive. She joined Stillman Bank in 1987, following its acquisition of United Bank of Rochelle. She earned her Associate Degree in Business Management from Sauk Valley Community College. As a long-time resident of the area, Kathy is very involved in the community. She actively supports a wide range of local organizations, serving on the executive boards of the Lincoln Highway Heritage Festival, the Franklin Grove Woman’s Club, the LHCS Friends of Parks & Recreation, and the Rochelle Area Community Foundation. She is also a proud member of the Rochelle Rotary Club, Franklin Grove Community Church Council, and Franklin Grove Park Board. In 2025, she received the Illinois Bankers Association’s “Woman of the Year” award. In her role as Senior Vice President and Director of Retail Banking, Kathy oversees and enhances retail banking operations across all six locations. Her role involves leading Retail Office Managers (Branch Managers), strategizing retail banking initiatives, managing teller functions, and fostering strong customer relationships.
Jenny L. Redington, Financial Advisor and Trust Officer
Jenny joined Stillman Bank in 2024. With over 25 years of experience in financial services, Jenny specializes in financial planning and wealth management. She is a graduate of Judson University, attended North Carolina State University for her Certified Financial Planning, CFP® designation, and the College for Financial Planning for her Chartered Retirement Planning Counselor, CRPC™ designation. Jenny is involved in many local organizations, including serving as the Treasurer for the Parks Chamber of Commerce, a mentor for the Rockford Network of Professional Women, and a member of Womanspace. She also volunteers with Make-A-Wish Illinois. In the past, she was the Past President of the Loves Park Rotary Board. In her position as Financial Advisor and Trust Officer, Jenny works with clients to provide financial planning, investment guidance, and trust services to support their long-term goals.
